movingsam 1b13efffc5 fix: add null check in RouteCache.GetRoute to prevent ArgumentNullException 
- Allow nullable tenantCode and serviceName parameters
- Return null early if serviceName is null or empty
- Fix test: GetRoute_WithNullServiceName_ShouldReturnNull
